Plivo's voice pricing works the same way Twilio's does, with four parts. Inbound minutes are charged when someone calls a number you own. Outbound minutes are charged when you place a call, at a rate that depends on whether you are dialling a landline or a mobile. Number rental is a flat monthly charge per number. Extras such as transcription and speech recognition are priced separately, and several features other carriers charge for, including call recording and answering-machine detection, are included at no cost.
Plivo also bills in 30-second pulses rather than whole minutes in some markets, which works slightly in your favour on short calls compared with per-minute rounding.
The coverage catch
Plivo's headline rates are genuinely lower than Twilio's, often by half on outbound and on number rental. The trade-off is reach. In several countries Plivo sells no local number and terminates no inbound calls at all: at the time of writing that includes Germany, France, Spain, Portugal, Italy, Ireland, Switzerland, the Netherlands, Mexico, Hong Kong, the Philippines and South Africa. Outbound from those countries works; a customer ringing you does not.
This matters because most of the businesses these tools are built for are inbound-first: a clinic, a workshop, a salon, a restaurant. If that is you and you are in one of those countries, the calculator will tell you plainly rather than quoting a rate that does not exist. Twilio is then the carrier to price up, and the Twilio calculator is next door.
What this calculator does and does not include
- Included: inbound minutes, outbound minutes split between landline and mobile, and monthly number rental, all at Plivo's published list price for the country you pick.
- Excluded: volume and committed-use discounts, transcription, speech recognition, CNAM lookup, browser SDK and SIP legs (billed separately at a much lower rate), taxes and regulatory fees.
- Not offered: where Plivo does not sell a rate in a country, that line is excluded from the total and labelled, never counted as free.
- India is billed by Plivo in rupees at a single domestic rate each way, so that country's figures are shown in rupees and kept separate from the dollar-priced platform fee rather than converted.

Per minute, usually yes, and number rental is often half of Twilio's. The catch is coverage: Plivo terminates no inbound calls in a number of countries where Twilio does. If your desk is inbound-heavy in one of those markets, the cheaper rate is not available to you. Price the same month both ways and compare.
Yes, per number per month, separately from call minutes. A US local number is about US$0.50 a month and a US toll-free number about US$1.00. In countries where Plivo sells no local number the calculator says so rather than quoting a price.
